Technical Project Leader for Preparedness in Electronic Communication

The new Department for Preparedness and Security Protection plays a central role in developing and strengthening Sweden's ability to handle crises and ensure that society can maintain important functions even under stress. The department works both nationally and internationally with total defense planning, preparedness measures, and crisis management to protect and strengthen Sweden's electronic communication and postal services. Through this initiative, PTS is strengthening its preparedness capacity to better meet society's needs. About the Role

As a technical project leader, you will be a driving force in the development of preparedness in the area of electronic communication. You will work in an organization aimed at strengthening resilience and endurance in networks and services under stress during crises and heightened preparedness. In this role, you will be responsible for developing and managing the plans, working methods, and collaboration interfaces required to solve important preparedness tasks. The work involves leading and participating in feasibility studies, development projects, working groups, and qualified analyses. You will represent the authority in collaboration with operators, authorities, and actors within total defense and serve as a technical support to colleagues from other professions. The role also involves actively monitoring technology and market developments and participating in exercise activities and crisis staff work. You will work in an environment where the way forward is not always clear, and your ability to identify the essential, create structure, and drive work towards results will be central.

About the Team

The Preparedness Development Unit is responsible for developing and managing plans, working methods, and collaboration formats for preparedness within electronic communication and postal services. We have a leading and coordinating role in strengthening preparedness together with operators, authorities, and other parts of total defense. We are a growing team with a strong sense of community and a great commitment to our societal mission. About You

To thrive in this role, you need to be collaborative and able to build trust with a friendly and unpretentious approach. You have the ability to understand complex contexts, discern the essential, and develop clear, sustainable solutions. Furthermore, you are structured and take independent responsibility by planning, organizing, and driving work forward towards clear results, and with your communication skills, you can clearly and sensitively adapt your message to the audience and situation. Your personal qualities are important to us, and we will place great emphasis on these.

We are looking for someone who has:

  • An academic degree with a technical focus or experiences and qualifications that PTS assesses as equivalent.
  • Very good knowledge of how networks and services for electronic communication are structured and how they are used in society.
  • Experience leading cross-functional projects and assignments.
  • Very good ability to express yourself in speech and writing in Swedish.
  • Good ability to express yourself in speech and writing in English.

It is also meritorious if you have:

  • Several years of work experience in the development or operation of networks and services for electronic communication.
  • Good knowledge of the market, actors, value chains, products, and services within the area of electronic communication.
  • Good knowledge of threats and risks that can affect the availability of electronic communication networks and services, and how to manage them.
  • Work experience in continuity planning, crisis staff work, development of crisis staff methodology, or equivalent, which we assess as relevant for this position.
  • Good knowledge of the Swedish crisis preparedness system and/or total defense, acquired through current work experience or current longer education.

Good to Know

The position is a permanent employment with an initial probationary period of six months. Placement in Stockholm with a start as soon as possible by agreement. Your job title will be Technical Expert.

The position is classified in a security class. Therefore, Swedish citizenship and an approved security clearance in accordance with Chapter 3, Sections 1-3 of the Security Protection Act (2018:585) are required for employment.
